The term “economic empowerment” has connotations that vary according to the economic, social and cultural contexts of each society, these connotations differ in the extent to which art relates to and influences the process of economic development and affects its role in driving the economy. Cultural institutions and independent artists faced major economic challenges during the pandemic. Many institutions stopped working, and many artists were forced to seek other jobs to meet their daily needs even with some official and non-governmental donor institutions pro- viding financial grants to cultural institutions and independent artists during the pandemic aiming to enhance their resilience and economic empowerment. This session will discuss the economic empowerment of cultural institutions and artists amid the pandemic by hosting a group of donor in- stitutions, cultural institutions, artists and a group of artists who received financial grants during the pandemic to answer the following ques- tions: How does art generally contribute to economic development? To what extent is culture used as an instrument of economic empower- ment? What is the importance of cultural artistic productions in economic empowerment? Is art a cultural force that affects the mind without affecting the economy? What is the role of cultural institutions in the process of economic empowerment of independent artists? What is the role of donor institutions in the process of economic empowerment of cultural institutions and independent artists? What is the role of the government in the process of economic empowerment of cultural institutions and independent artists? How does conditional funding affect the sustainability of cultural institutions and independent artists and enhance their independence? What are the alternatives? Will attention continue to be given to the economic empowerment of cultural institutions and independent artists after the end of the pandemic?
